CuO + 4(NH3•H2O) → [Cu(NH3)4](OH)2 + 3H2O

Copper oxide react with ammonium hydroxide to produce tetraamminecopper(II) hydroxide and water. Ammonium hydroxide - concentrated solution. This reaction takes place slowly.
